By integrating human rights, gender equality, and gender-based violence education into culturally appropriate school curriculum and community activities, the SCE programme is helping to shape a future where respect and equality are the norms.
Key Achievements and Focus Areas
Since its inception, the SCE programme has made significant strides in shifting attitudes and behaviours towards gender equality and human rights. Through partnerships with Ministries of Education, schools, teacher training colleges, parents’ groups, and community groups, the programme has created a ripple effect, encouraging positive change across Pacific society.
Phase 2: Expanding Impact
Building on the success of Phase 1, Phase 2 of the SCE programme will continue its holistic whole – of – school approach, engaging both formal and informal education sectors. The programme recognises the vital role that entire communities play in raising children and aims to influence school curriculum, school culture, and community norms simultaneously.
In Schools: The programme will collaborate with Ministries of Education, school leaders, and teachers to develop culturally relevant learning materials and policies that foster an inclusive, supportive environment for all students.
In Communities: SCE will work with Ministries of Youth, parents, youth, and community leaders, including those from churches, women's groups, and organizations supporting people with disabilities and sexual minorities. This inclusive approach ensures that all voices are heard and respected.
Phase 2 will also strengthen partnerships with Ministries of Youth and National Youth Councils, aligning with the Pacific Youth Development Framework to address the needs of young people aged 10 to 35. This initiative will extend its reach to new countries, including Fiji and the Solomon Islands, with plans for potential expansion to additional Pacific nations.
Creating Lasting Change
By equipping children and young people with the tools to challenge harmful norms and advocate for gender equality, the SCE programme fosters a culture of respect and human rights. Working closely with Ministries of Education and Ministries of Youth, the programme supports the implementation of gender-transformative policies and practices, bridging the gap between international human rights commitments and everyday realities.
Phase 2 will emphasise data-driven approaches, strategic communications, and efficiency in programme delivery to ensure that the SCE interventions are impactful and sustainable. Through these efforts, SPC’s Social Citizenship Education Programme continues to lead the way in creating safer, more inclusive communities across the Pacific.
