Jose Antonio, also known as Shaleh, is the Team Leader of the HRSD Monitoring, Evaluation, Learning, Knowledge Management, and Communications (MELKMC) unit. In this pivotal role, he extends his expertise in technical and advisory capacities, focusing on monitoring and evaluation (MEL), knowledge management (KM), and Communications. 

His journey with SPC began as the Country Coordination, Monitoring and Evaluation Adviser for the Pacific Ridge to Reef Programme within the Geoscience, Energy, and Marine (GEM) Division. His rich background includes impactful positions at GIZ, UNDP, and the Netherlands Embassy in Manila, where he championed the cause for transparent, effective, efficient, and sustainable development cooperation programmes and projects.
