Empowering the most marginalised, particularly those with multiple vulnerabilities, including children, youth and people with disabilities, to create a pathway for social inclusion within society.
This thematic area articulates HRSD’s focus on driving positive change for marginalised individuals and groups. As with other thematic priorities, this work takes place at multiple levels with stakeholders both internal and external to SPC. Social inclusion is a core parameter of PCA, which emphasises participation and inclusion of diverse groups in all aspects of decision-making and action. This thematic area contributes to Objectives 1, 2 and 4.

The division believes in development that leaves no one behind, especially members of marginalised communities such as women, girls, youths, people with disabilities and Pacific Islanders of diverse sexual orientation, gender identity, gender expression and sex characteristics (SOGIESC+). It delivers its technical assistance supporting those of the marginalised communities using a People Centred Approach, keeping in mind always the mantra, “Nothing about us without us’.
Youth: SPC works closely with the Pacific Youth Council, National Youth Councils/Networks and National Youth Machineries to ensure a youth-led, evidence based approach which promotes sustainable development for youth in the Pacific.
Disability: Provision of technical assistance to governments, CSOs and OPDs to increase understanding of the challenges and progress the needs of persons with a disability.
SOGIESC: SPC offers technical assistance to strengthen recognition of the Pacific’s rich and diverse communities and foster collaboration to advance gender and human rights, and social inclusion for Pacific Islanders of diverse SOGIESC+.
